The Illinois Gaming Board (IGB) seeks to hire a Regulatory Information Technology, Risk, and Compliance Officer. This position plays a crucial role in ensuring the security and integrity of IGB digital assets and infrastructure. In addition to managing IT third-party vendors, this role includes specific responsibilities related to SOC (Security Operations Center) report reviews, security audits, data privacy, and security awareness training. The ideal candidate will have strong understanding of cybersecurity and data privacy principles, technologies, and best practices. Additionally, the ideal candidate will have excellent communication skills, possess knowledge of security tools and technologies, and maintain thorough security documentation, work collaboratively with others, and have the ability to produce high quality work and meet deadlines. Public Service Administrator, Option 1
Gaming Information Technology, Risk and Compliance Officer
Essential Functions
- Under the direction of the Illinois Gaming Board (IGB) Administrator and Chief of Staff, the Regulatory Information Technology, Risk and Compliance Officer is responsible for managing, monitoring, and assessing IT third-party vendors.
- Stays abreast of best practices and current information technology developments within the gaming industry, makes recommendations, and serves as gaming regulatory IT expert for the IGB.
- Serves as a full-line supervisor.
- Researches, develops, and implements IGB IT policies and practices adapting relevant DoIT Enterprise policies and practices as appropriate.
- Serves as a point of contact and liaison to the DoIT agency Chief Information Officer (CIO) and relevant DoIT staff.
- Works with Chief Fiscal Officer on relevant IT audit and compliance requirements and responses.
- Monitors information risks to ensure compliance with statutes, industry standards, and best practices.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, with a bachelor’s degree in information technology, computer science, or a related field.
- Requires professional experience equivalent to three (3) years of progressively responsible experience in information security, risk management, or related for a public or business organization and training of staff.
Conditions of Employment
- Requires the ability to pass the Illinois Gaming Board’s background investigation (background check).
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate. Requires an appropriate, valid driver's license.
- Requires proof of current automobile insurance.
- Must comply with the State Officials and Employees Ethics Act: No State employee who works for the Illinois Gaming Board, or spouse or immediate family member living with such person shall, during State employment, hold an ownership interest in, other than a passive interest in, a publicly traded company, in any gaming license under the Illinois Gambling Act, the Video Gaming Act, the Illinois Horse Racing Act of 1975, or the Sports Wagering Act.
- Must comply with the Illinois Gambling Act: No person shall be employed to serve the Board who is, or whose spouse, parent or child is, an official of, or has a financial interest in, or financial relation with, any operator engaged in gambling operations within this State, or any organization engaged in conducting horse racing within this State.
- Must comply with the Illinois Gambling Act: For the one year immediately preceding employment, an employee shall not have been employed or received compensation or fees for services from a person or entity, or its parent or affiliate, that has engaged in business with the Board, a licensee, or a licensee under the Illinois Horse Racing Act of 1975.

Preferred Qualifications
- Prefers a master’s degree in Computer Science, Information Security, or a related field.
- Prefers five (5) years professional experience in management demonstrating effective problem-solving and analytical skills.
- Prefers five (5) years in regulatory compliance or similar work experience in compliance or risk management.
- Prefers five (5) years extensive knowledge and understanding of audit standards and practices, and control frameworks.
- Prefers five (5) years professional experience working both independently and as part of a team demonstrating effective communication and interpersonal skills.
- Prefers five (5) years professional experience demonstrating integrity-driven decision making while maintaining the highest level of confidentiality.
- Prefers extensive knowledge of cybersecurity principles, technologies, and best practices.
- Prefers current or previous certification as a Certified Information Systems Security Professional (CISSP) or Certified Information Security Manager (CISM).
