SUMMARY OF THE ASSIGNED DUTIES, INCLUDING GOALS AND OBJECTIVES OF THE POST
Within the Executive Directorate Police Services, Cybercrime Directorate (EDPS/CD), the Head Cyber Strategy & Capabilities Development is in charge of overseeing and managing activities relating to cyber strategy and outreach. These activities include, but are not limited to:
• Establishing partnerships with external entities, such as the private sector and other international organizations, on data sharing and provision of tools, expertise and training in the area of combatting Cybercrime.
• Overseeing the management of partnerships with external entities in collaboration with the Cyber Threat Response and Cybercrime Operations Sub-Directorates.
• Overseeing and coordinating initiatives such as the INTERPOL Global Cybercrime Expert Group.
• Organising global conferences and other related activities to facilitate the Directorate’s outreach and partnership efforts against cybercrime.
• Coordinating the Directorate’s strategic planning in line with Key Performance Indicators and identification of internal and external funding opportunities.
The post holder is responsible for overseeing and managing activities relating to capabilities development, including but not limited to:
• Identifying the skills and technological needs of INTERPOL and its member countries in relation to strengthening and enhancing capabilities in combatting cybercrime.
• Developing and delivering projects, activities and strategies to narrow cyber capability gaps in law enforcement through capacity building and training.
• Collaborating with key internal and external stakeholders in order to identify new projects to enhance the cyber capabilities and capacity of member countries.
The post holder is the Organization’s central point of contact pertaining to matters concerning cyber strategy, outreach and capabilities development, and is expected to provide advice to his/her Assistant Director regarding the further development of these areas. This includes the delivery, coordination/management of written analysis, status reports, oral presentations and speeches to be delivered during meetings and conferences, both internal and external.
The post holder can be called, upon request, to represent the Organization for external engagement for matters pertaining to cyber strategy, outreach and capabilities development, and to stand-in for the Assistant Director in the absence of the latter.
PRINCIPAL DUTIES AND ACTIVITIES
The post holder is responsible, under the supervision of the Assistant Director, for handling the following functions:
DUTY 1: Managing Daily Tasks
• In compliance with the Organization’s priorities, management decisions and relevant policies/rules, be responsible for implementing and managing all daily and ad-hoc tasks pertaining to cyber strategy and outreach, as well as capabilities development, capacity building and training.
• As the one of the senior staff members of the Sub-Directorate, may stand in for the Assistant Director to ensure the smooth daily running of the Sub-Directorate in the absence of the latter.
DUTY 2: Supervising Performance and Progress
• Supervise his/her staff members in performing the tasks assigned to the Unit, which includes the development of the Directorate’s cyber strategy, establishment and maintenance of external partnerships, the monitoring and reporting of key performance indicators to the management, development / promotion / conduct of cybercrime capability and capacity building in the areas of skills, knowledge and technology, as well as the preparation of reports and documents to evaluate the effectiveness of projects and activities in these areas.
DUTY 3: Expertise
• Provide pro-active guidance and sound analytical studies and research, for his/her hierarchy’s decision, in order to ensure that unit work plans and targets are communicated effectively and efficiently, and that adequate support and advice are provided to INTERPOL member states via the hierarchy.
• Act as the central point of contact, both from inside or outside the Organization, with respect to cyber strategic policies, outreach and partnerships, as well as capacity building and capabilities development, and can be called upon to represent the Organization in these perspectives.
DUTY 4: Other
• Perform any other duties as required by the hierarchy.
QUALIFICATIONS, COMPETENCIES AND SKILLS
EDUCATION AND QUALIFICATION REQUIRED:
• Five years of completed university education is required.
• Experience as a police officer or official able to demonstrate equivalent professional experience/training in areas of criminal justice is required if the post holder does not possess the required level of education.
EXPERIENCE REQUIRED:
• At least 8 years of experience in investigating cybercrime or cyber-enabled crime areas.
• Strong background experience and knowledge in international co-operation / law enforcement operations / investigations.
• Experience in development, delivery and management of projects/managing finances in line with objectives, priorities and outcomes.
• Experience in drafting strategic papers.
• Experience in establishing external outreach and partnerships is highly desirable.
• Experience in capability development / capacity building and training for law enforcement is highly desirable.
• Working knowledge of legal issues relating to cybercrime.
• Experience in staff supervision, leading and managing staff / teams, including performance management.
LANGUAGES:
• Oral and written command of English.
• Knowledge of another INTERPOL official language (Arabic, French or Spanish) would be an additional asset.
