CACI is seeking a highly experienced and visionary CYOC CSSP Lead to provide senior technical leadership for the Cybersecurity Operations Center (CYOC) supporting the U.S. Strategic Command (USSTRATCOM) Cybersecurity Service Provider (CSSP). This role reports to the Cybersecurity Manager and serves as the alternate CSSP Leader. It aligns with the Executive Cyber Leadership functions described in DoD 8140 Work Role ID 901. The CYOC CSSP Lead executes delegated decision-making authorities, contributes to establishing the vision and strategic direction for the CSSP's cyber operations, policies, and resources, and supports risk-related decisions affecting mission success, serving as the primary leader in the Cybersecurity Manager's absence. This technical senior leader will manage a multi-disciplinary team of cyber engineers, developers, analysts, and technicians. This position requires executive availability for leadership oversight and major incident coordination, potentially outside standard hours, to ensure mission support and operational continuity.

Responsibilities:
As the CYOC CSSP Lead / Alternate CSSP Manager, you will provide senior leadership and strategic direction, including but not limited to:
Strategic Leadership & Vision: Contribute to the design, development, and implementation of the CSSP/CYOC cyber strategy, outlining the vision, mission, and goals aligned with USSTRATCOM's strategic plan (KSAT 492A, 524). Support the establishment and oversight of cyber and cyber-related policies (KSAT 173, 424B, 848, 947, 6100).
Operational Oversight & Decision Authority: Execute delegated decision-making authorities for CSSP/CYOC operations (Basic Description). Support the Cybersecurity Manager in overseeing all CSSP support functions, ensuring operational effectiveness. Monitor and evaluate the effectiveness of cybersecurity safeguards (KSAT 711). Supervise protective/corrective measures during incidents or vulnerability discovery (KSAT 852).
Risk Management: Support risk-related decisions affecting mission success (Basic Description). Support the oversight of enterprise risk management processes, advise senior management (in coordination with the Cybersecurity Manager) on risk levels and security posture, and develop mitigation strategies (KSAT 108, 395, 542A, 737B).
Team Leadership & Resource Management: Lead, guide, and oversee a multi-disciplinary team of cybersecurity professionals within the CYOC (KSAT 2839, 5820, 810). Acquire and manage necessary resources (financial, personnel, technology) allocated to the CYOC to support CSSP goals and reduce organizational risk (KSAT 391, 392, 680A, 680, 6922).
Stakeholder Engagement & Communication: Serve as a key liaison, supporting the Cybersecurity Manager, with USSTRATCOM senior leadership, JFHQ-DODIN, and other internal/external partners (KSAT 674, 2090, 2558, 2823, 6915). Communicate the value of IT security and promote awareness (KSAT 445, 919, 5560). Facilitate collaboration across organizational lines (KSAT 2416, 3994).
Policy & Compliance Oversight: Ensure CSSP operations comply with all applicable laws, regulations, policies, and standards (KSAT 1157, 3057). Support policy development and implementation oversight (KSAT 848, 947). Ensure POA&Ms are managed effectively (KSAT 963).
Acquisition & Technology Integration: Provide input on security requirements for acquisitions (KSAT 807, 1004A). Ensure supply chain risk management practices are followed and security requirements are met in contracts (KSAT 979, 1018, 1148, 1148B). Stay aware of emerging technologies and threats (KSAT 952, 6948).
Strategic Tuning & Improvement: Drive strategic improvements and provide high-level recommendations for tuning of security tools, processes, and policies based on risk, performance, and threat landscape analysis.
Reporting Oversight: Oversee CSSP reporting mechanisms, ensuring timely and accurate reporting to stakeholders, including JFHQ-DODIN per CJCSM 6510.01B.
Additional Duties: Perform other related executive leadership duties as assigned to meet mission requirements and support USSTRATCOM objectives, including acting as the CSSP Lead in the absence of the Cybersecurity Manager.
Qualifications:
Required Certifications (Must possess one):
ISACA Certified Information Security Manager (CISM)
GIAC Security Leadership (GSLC)
EC-Council Certified Chief Information Security Officer (CCISO)
(ISC)² Certified Information Systems Security Professional (CISSP)
Conditional Alternative / Highly Desirable Certifications:
High-level technical cyber certifications demonstrating deep understanding in areas like incident response, architecture, or cloud security (e.g., GCIH, GCIA, GDSA, CCSP).
Project Management Professional (PMP)
Education & Experience:
Bachelor's degree (BS) in Information Technology, Cybersecurity, Computer Science, Engineering, Business Management, or a related field is required. A Master's degree is preferred.
A minimum of 10 years of progressive experience in cybersecurity is required, including at least 5-7 years in a senior leadership or management role overseeing large-scale cybersecurity operations is preferred (e.g., SOC Manager, CSSP Lead, Senior ISSM), preferably within a DoD environment.
Proven track record of leading and managing diverse technical teams (engineers, developers, analysts).
Demonstrated experience in strategic planning, policy development, risk management, and budget/resource management within a cybersecurity context.
Expert-level knowledge of cybersecurity principles, operational frameworks, risk management processes (RMF, NIST CSF), incident response management, and vulnerability management programs.
Deep understanding of CSSP functions, requirements, DoD cyber directives, and reporting structures (e.g., CJCSM 6510.01B).
Exceptional leadership, strategic thinking, decision-making, communication (written, verbal, executive briefing), and interpersonal skills.
Ability to effectively engage and influence senior leadership, technical staff, and external partners.
Must be available to provide executive leadership oversight and direct major incident response efforts outside standard hours as required by mission needs.
Must possess an active or be eligible to acquire Top Secret w/ SCI security clearance.
