The Head of Section, IT Lifecycle & Optimization Management is a critical leadership role within Group Technology, responsible for establishing and driving the strategic direction and operational excellence of the IT Lifecycle and Optimization Management functions. This includes overseeing IT Asset Management, IT Capacity Management, IT Contract Management, and CITO Office. The incumbent will ensure these functions are aligned with the Bank's overall IT strategy, regulatory requirements, and business objectives, ultimately maximizing the value and efficiency of the Bank's IT investments. This role requires strong leadership, strategic thinking, and a deep understanding of IT operations and governance.
Functional (job responsibilities)
Strategic Leadership & Planning:
Develop and implement the overall strategy, policies, and procedures for IT Asset Management, IT Capacity Management, IT Contract Management, and IT Monitoring & Reporting, aligned with the Bank's IT and business strategies.
Define and track key performance indicators (KPIs) and metrics to measure the effectiveness and efficiency of the respective functions.
Anticipate future IT needs and trends, and proactively develop strategies to optimize IT resources and lifecycle management.
Contribute to the development of the overall Group Technology strategy and budget.
IT Asset Management:
Establish and maintain a comprehensive IT asset management framework, encompassing hardware, software, and cloud resources, throughout their lifecycle (acquisition, deployment, maintenance, retirement).
Ensure accurate and up-to-date asset inventory, tracking, and documentation.
Optimize asset utilization, identify opportunities for cost reduction, and manage risks associated with IT assets.
Oversee software license compliance and ensure adherence to vendor agreements.
IT Capacity Management:
Develop and implement a robust IT capacity management process to ensure adequate IT infrastructure capacity to meet current and future business demands.
Conduct regular capacity planning assessments, forecasting future capacity requirements based on business growth and technology advancements.
Monitor infrastructure performance and identify potential capacity bottlenecks, recommending and implementing proactive solutions.
Optimize resource utilization and ensure cost-effective capacity provisioning.
IT Contract Management:
Oversee the end-to-end IT contract lifecycle, including negotiation, review, execution, and management of IT-related contracts with vendors and service providers.
Ensure contracts are aligned with the Bank's legal, compliance, and procurement policies.
Monitor contract performance, manage vendor relationships, and identify opportunities for cost optimization and service improvements.
Maintain a central repository of all IT contracts and related documentation.
CITO Office – Monitoring & Reporting:
Establish and maintain comprehensive IT monitoring and reporting capabilities to provide real-time visibility into the health, performance, and availability of critical IT systems and services, as well as capital expenditure, business-related spending, and the preparation of high-level presentations and reports.
Define key performance indicators (KPIs) and service level agreements (SLAs) for IT services.
Develop and generate regular reports on IT performance, capacity utilization, asset inventory, and contract compliance.
Identify trends, analyze data, and provide insights to support informed decision-making and proactive problem resolution.
Stakeholder Management & Collaboration:
Build and maintain strong working relationships with key stakeholders across Group Technology, business units, and external vendors.
Communicate effectively with stakeholders on IT lifecycle and optimization matters.
Collaborate with other IT teams to ensure seamless integration of processes and initiatives.
Risk & Compliance:
Ensure all IT lifecycle and optimization processes comply with relevant regulatory requirements, internal policies, and industry best practices.
Identify and mitigate risks associated with IT assets, capacity, contracts, and monitoring.
Participate in internal and external audits as required.
Managerial (team/group responsibilities)
Lead and motivate staff to work towards achieving their respective individual KRA.
Supervise, train and develop staff to improve their competency.
Promote career development and create a conducive working environment for teamwork and growth.
Perform yearly staff performance appraisal.
Organizational (organizational responsibilities)
Participate and display team work in all aspect of work, projects, assignments and initiatives roll out by HLB Group Technology at all times.
Jobholder Requirements:
Education/Qualification
Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. A Master's degree is preferred.
Experience
Minimum of 10-12 years of progressive experience in IT, with significant experience in managing at least two of the following areas: IT Asset Management, IT Capacity Management, IT Contract Management, and IT Monitoring & Reporting.
Proven track record of leading and managing teams effectively.
Strong understanding of ITIL framework and best practices.
Excellent knowledge of IT infrastructure, applications, and cloud technologies.
Demonstrated ability to develop and implement strategic plans and drive operational improvements.
Strong analytical, problem-solving, and decision-making skills.
Excellent communication, presentation, and interpersonal skills.
Experience in the financial services industry is an advantage.
Certification/Licensing Requirements
Relevant certifications (e.g., ITIL, IAITAM, CPM) are desirable.
