Organizational Setting and Reporting Relationship

While the position of Security Specialist resides with the Organizational Resilience and Security Division (CSRS) within the Corporate Services Department (CSD), you will be strategically assigned to Thailand within the Southeast Asia Department based at our Thailand Resident Mission (TRM) Office in Bangkok.

You will report to the Director, CSRS and work with Heads of Field Offices (HoFOs) and Security focal Points (SFPs) in the Southeast Asia Department under the technical guidance of the head of the Field Security Unit. You will have secondary reporting arrangements to the Country Director, TRM for daily administrative matters. You will oversee junior team members.

Your Role

As a Security Specialist, you will coordinate on a full-time basis all security-related requirements for the ADB's staff, facilities, and operations in the Southeast Asia Department comprised of 9 Field Offices (Cambodia, Indonesia, Lao People's Democratic Republic, Myanmar, Philippines, Thailand, Timor-Leste, Singapore, and Vietnam). You will provide advice, guidance and training to ensure security that security support in the region is maintained at an appropriate level and respond to emergency situations and extend assistance to mission travelers and staff members. You will coordinate with national and international security and emergency agencies for preparation and response to security situations and provide support and coordinate with the CSD to address ADB's overall institutional security requirements outside the region assigned. Furthermore, you will help strengthen ADB's Organizational Resilience Program in the field.

You will:

  • Analyze the political and security situation in the Southeast Asian region to identify and assess potential threats to ADB operations.
  • Develop, institute, and manage appropriate safety and security policies, programs, and procedures at the assigned RM to provide full security oversight and support to staff and operations.
  • Collaborate with the United Nations Security Management System (UNSMS) personnel to ensure compliance and accountability following the terms of the Memorandum of Understanding regarding the coordination of security arrangements between the ADB and the UN.
  • Oversee security arrangements for visiting missions at the assigned FO and other Southeast Asian regions, communicate security and safety information to personnel, provide security and emergency training, and conduct drills for ADB personnel.
  • Review and help develop plans and security arrangements related to ADB operations in the Southeast Asian region, in cooperation with the government and development partners, and collaborate with senior personnel and officials of security and emergency agencies of the host government, private security firms, UNSMS personnel, and other international organizations.
  • Provide advice and responses to emergency security threat situations. Manage actions to provide continuing review and contingency planning to help regional operations in the event of hazards, civil disorder, conflict, or terrorism.
  • Manage deployment and operational procedures for ADB guard forces in the assigned countries including private/contracted guards and government supplied guards.
  • Enhance the assigned RM's physical security, surveillance, and deterrence measures, provide recommendations for implementing security plans for ADB funded project contractors and consulting firms, and prepare security risk assessments.
  • Provide support and coordinate with Director, CSRS and Principal Security and Emergency Services Unit to address ADB's overall institutional security requirements outside of the Southeast Asian region.
  • Implement and maintain security to safeguard ADB projects throughout its processing and implementation cycle in alignment with the Country Partnership Strategies (CPS), and in close coordination with Sector Heads across various country teams.
  • Maintain a database of all ADB-funded projects in the assigned region, including relevant project security information, design a standardized format for reporting this information, and develop a tool for ADB funded project security geo-mapping.
  • Provide leadership and support to reporting staff by supervising their performance, offering clear direction, regular monitoring, feedback, and ensuring their ongoing learning and development.
  • Help enhance ADB's Organizational Resilience Program in the field.
  • Perform other duties as may be assigned and reflected in your work plan.
 

Qualifications

 

You will need:

  • Master's degree, or equivalent, in security management, international relations, political science, international law or related fields. University degree in security management, international relations, political science, international law; preferably at post-graduate level or its equivalent.
  • At least 6 years of relevant experience managing security programs and liaison with military or police authorities in a government organization, international institution, corporation, or other relevant organization.
  • International experience working in several countries. Experience working in the Southeast Asian Pacific region, or Fragile and Conflict-Affected Situations and Small Islands Developing States preferred.
  • Demonstrated experience to the international security arena dealing with safety and security issues.
  • Experience with international security structures and practices with an understanding of the UN and other international organization security structures is desirable.
  • Understanding of physical, technical, and information security best practices.
  • Demonstrated high-level understanding and implementation of security risk management principles.
  • Experience with political systems/government administration.
  • Experience collaborating with staff, management, staff of other local and international organizations, and senior government officials.
  • Demonstrated cultural sensitivity and capability to create harmony within a multicultural organizational work environment, even in high-pressure conditions.
  • Emotional insight to comprehend and manage the impact and sensitivity of security and safety issues.
  • Excellent command of verbal and written communication skills in English.

This position is for outposting to Thailand Resident Mission (TRM) and is open to internal and external applicants. If you are an external candidate, you may initially be based in HQ before being outposted. If you are an internal candidate, the outposting will be immediate.
