Delaware Nation Industries is seeking a seasoned and results-driven Portfolio Manager to lead the oversight and performance of a U.S. Air Force IT services portfolio valued at over $450 million, encompassing 17 distinct contracts across multiple bases. This role includes management of enterprise IT support, cybersecurity, service desk operations, network infrastructure, and software/system engineering services.
The Portfolio Manager will provide executive-level leadership across all contracts, ensuring operational excellence, customer satisfaction, and continued growth. The position requires strong organizational leadership, technical understanding, and strategic program management capabilities.
Key Responsibilities:
- Direct the execution of 17 active IT contracts supporting various Air Force missions and commands, aligning delivery with organizational objectives.
- Manage and mentor a distributed team of program managers and site leads, fostering accountability and performance across geographically dispersed locations.
- Serve as the senior liaison to Air Force stakeholders, contracting officers, and technical leads, ensuring alignment with mission needs and fostering long-term relationships.
- Ensure full compliance with contract terms, SLAs, KPIs, and performance standards, applying risk mitigation strategies proactively.
- Lead portfolio financial management, including budgeting, forecasting, reporting, and P&L accountability, ensuring cost control and profitability.
- Collaborate with business development and capture teams to identify new business opportunities, contribute to proposal strategies, and expand presence across the Air Force.
- Champion continuous improvement initiatives, process optimization, standardization, and the implementation of best practices in service delivery.
- Oversee recruitment, development, and retention of high-performing staff across contracts, with a focus on leadership growth and mission delivery.
Requirements
- Bachelor's degree in Business, IT, Engineering, or a related field (Master’s preferred).
- Minimum 10 years of experience leading large-scale federal IT service delivery programs, including 5+ years managing portfolios exceeding $100 million.
- Proven track record of managing complex, multi-contract operations within the DoD, particularly with the U.S. Air Force.
- Strong knowledge of DoD acquisition policies, FAR/DFARS regulations, and Air Force IT ecosystems.
- PMP or PgMP certification (or equivalent leadership experience).
- Strong communication and presentation skills with experience interfacing with senior military and civilian leadership.
- Technical certifications such as ITIL, CISSP, or equivalent are a plus.
Preferred Qualifications:
- Prior military service or direct experience supporting U.S. Air Force IT programs.
- Demonstrated financial acumen and experience managing P&L for large portfolios.
- Experience leading enterprise IT modernization or digital transformation initiatives in a federal environment.
Travel Requirements:
- Up to 25% travel to customer sites, program locations, and corporate events (minimum twice annually).
