MINIMUM REQUIREMENTS:
A bachelor’s degree from an accredited college or university and four (4) years of experience in cybersecurity governance, cybersecurity project management, and/or information technology; or
A bachelor’s degree from an accredited college or university with a major course of study in computer science, management information systems, or cybersecurity and three (3) years of experience as described above; or
A master’s degree from an accredited college or university with a major course of study in computer science, management information systems, or cybersecurity and two (2) years of experience as described above; or
A doctorate from an accredited college or university with major course of study in computer science, management information systems, or cybersecurity and one (1) year of experience as described above; or
Five (5) years of experience as described above and either (1) completion of a 720-classroom hour program of study from a vocational/technical school or accredited community college in an area of cybersecurity governance, cybersecurity project management, and/or information technology, or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science, management information systems, or cybersecurity.
Experience as described above can be substituted on a year-for-year basis for the required college education. A professional certification in cybersecurity, information technology, or project management (e.g., CISM, CISSP, PMP, CISA, CRISC, CGEIT, or CompTIA Security+) can substitute for one (1) year of the required experience.
Requires possession of a valid Driver License.

ADDITIONAL REQUIREMENTS:
The position may be activated to support the Emergency Support Function (ESF) and respond to emergencies, including natural disasters or other types of incidents requiring travel, as needed.

JOB DUTIES:
Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
The Cybersecurity Administrator reports to the Information Security Manager (ISM) and is responsible for ensuring that organization meets its cybersecurity standards and objectives. This involves setting security requirements and baselines, evaluating design proposals, working with other technical leads (internal and external) to mitigate risk. In addition, it includes incident response, and program and project management duties.
Enterprise Cybersecurity:
- Supports the development, implementation, monitoring and communication of the cybersecurity program and related activities.
- Support the ISM in developing and maintaining enterprise-wide security strategies, standards, policies, procedures, and programs.
- Oversees security activities such as access control, incident management, response, forensics, and reporting
- Lead and manage operational aspects of the information security team and supporting staff, including security analysts, desktop support, infrastructure, networking, application development, and auditing staff.
- Lead and manage the implementation, coordination, and remediation efforts required by security risks, audits, vendor recommendations, etc.
- Lead and manage vulnerability and risk management/remediation activities.
- Lead and manage/coordinate the installation and configuration management of security systems and applications, including policy assessment and compliance tools, network security appliances and host-based security systems.
- Lead and manage/coordinate the cybersecurity related contracts, initiatives, projects, and vendor deliverables/responsibilities.
- Review, analyze, and ensure compliance with relevant IT/Cybersecurity laws, bills, statues, rules, standards.
- Evaluate third-party vendors for cybersecurity risks
Supervise and coordinate work within the Information Security team.
- Communicates unit priorities, projects, and workload to subordinate personnel.
- Coaches, guides, and directs staff for continuous improvement in work processes to reduce cost and improve the quality of products and services.
- Evaluates unit personnel needs and make recommendations regarding hiring, terminations, salary decisions, etc.
- Develop and communicate work performance expectations to subordinates to establish clear standards by which performance can be measured.
- Coordinate the development and maintenance of technical standards, procedures, and techniques for the guidance of Infrastructure Services personnel.
- Identifies training needs, develops training plans, and monitors the training progress of subordinates to ensure subordinates are provided with the knowledge and resources needed to accomplish tasks.
Policy, Procedures, and Business Continuity:
- Designs, implements, and maintains cybersecurity policies and procedures such as data access controls, acceptable use of technology, password management, and incident reporting procedures.
- Reviews existing cybersecurity policies post security incidents to identify improvements
- Ensures project-defined deliverables are provided on time and have been quality reviewed (e.g., SOPs, Configuration Guides, Training Documentation, Project Schedules)
- Aid in the coordination of the Information Technology Disaster Recovery planning in support of the agency Continuity of Operations Plan.
- Aid in maintaining plans for resilience and restoration of services that were impaired due to a cybersecurity incident.
- Aid in the identification, development, maintenance of the agency Mission Critical applications, functions, services.
Audit and Incident Response:
- Oversees security activities such as access control, incident management, response, forensics, and reporting
- Monitors and audits compliance of cybersecurity policies to identify gaps
- Aid in developing IT security incident reports.
- Monitor and respond to information security incidents and alerts.
- Provide analysis and incident support in conjunction with higher level technology administrators and technicians.
- Aid in responding to cybersecurity related inquiries, audits, and remediation efforts required by risks, audits, vendor recommendations, etc.
Other Job-Related Duties and Initiatives
Performs related work as required including, but not limited to, adherence to the policies and procedures of the department’s Information Resource Security Program and allocates time as requested for Disaster Recovery activities.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Excellent communication, leadership, and analytical skills.
- Knowledge of security operations, incident response, governance, risk, and compliance.
- Knowledge of enterprise IT infrastructure, cloud environments, and security technologies (e.g., SIEM, DLP, IAM).
- Knowledge of Florida Cybersecurity Standards, 60GG-2 of the Florida Administrative Code (e.g., Chapter 815 Florida Statutes, Section 282.318, Florida Statutes, 60GG Florida Administrative Code) NIST Cybersecurity Framework, and the National Cybersecurity Incident Response Plan (NCIRP).
- Experience in program and project management
- Skill in cybersecurity strategy planning
- Skill identifying and assessing risks to the organization's business.
- Ability to create and execute Information Security initiatives, including capturing and redefining requirements into impactful work items
- Ability to drive cross-functional initiatives according to plan and timelines
- Skill in administering and monitoring cybersecurity technologies and systems, such as firewalls, intrusion detection systems, vulnerability management, and security information and event management (SIEM) systems, etc.
- Ability to leverage research from various sources such as government research, think tanks, academic research, and industry reports
