The Chief Information and Technology Officer (CITO) serves as a strategic leader and steward, overseeing all facets of information systems and technology within the agency. The CITO is responsible for driving the development and execution of innovative technology and systems strategies that elevate operational effectiveness and efficiency while also prioritizing a customer-centric approach to service delivery. The CITO combines visionary leadership with technical expertise and leads, innovates, matures, and manages the overall information technology and security strategy for the agency.

DUTIES & RESPONSIBILITIES:

Strategy and Planning

  • Develops and executes a long-term IT strategy with a focus on modernization and enhanced service delivery
  • Directs the evaluation, planning, implementation, and management of current and future IT systems and infrastructure to ensure reliability, scalability, and security
  • Drives innovation by identifying and evaluating emerging technologies and trends to improve transit service planning, delivery and management and overall customer service
  • Leads the development and execution of IT roadmaps to support strategic goals, including infrastructure upgrades, system integrations, and data analytics capabilities
  • Leads the planning, development, and management of the IT capital and operating expenditure budget aligned with the agency’s strategic priorities
  • Leads the development, implementation, and communication of IT plans, policies, and enhancements
  • Oversees the development and maintenance of enterprise IT and security policies and procedures to ensure the protection of the agency’s IT assets, networks, and data
  • Provides expertise and advice on the security components of information systems and emerging information security technologies
  • Directs the development, execution, and maintenance of an enterprise-wide business recovery plan to ensure timely and effective restoration of information and security services in the event of a disaster

Operational Management

  • Ensures IT systems, services, and network infrastructure support the agency’s operations and internal and external customer technology needs.
  • Cultivates relationships with internal business leaders, vendors, and external partner organizations
  • Ensures IT systems and technology adhere to applicable laws and regulations
  • Advises and makes recommendations to the General Manager/ Chief Executive Officer (GM/CEO) concerning all aspects of IT infrastructure, systems, and data and information security, integrity and privacy.
  • Leads enterprise-wide IT and cybersecurity functional and risk assessments and makes recommendations.

People Power Management

  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures
  • Conducts performance reviews and holds employees accountable for performance of their responsibilities
  • Fosters a culture of safety and ensures compliance with all federal and state laws and regulations
  • Takes action to advance the goals of Equal Employment Opportunity, Disadvantaged Business Enterprise, Title VI and ADA Plans, thereby ensuring RTD's hiring programs, work environment, contracting and procurement practices, and transit services/programs are fair, equal, and non-discriminatory

Other Duties as Assigned

  • Provides leadership and direction to accomplish the organization's strategic goals and objectives for IT and cybersecurity
  • Identifies and resolves technical and operational issues and problems that impact the agency or its customers
  • Informs and advises the GM/CEO regarding current trends, problems, and activities to facilitate both short, mid, and long-term strategic plans as well as improve operational performance

QUALIFICATIONS:

Required:

  • Bachelor’s degree in computer science, information technology, business management information systems, or related field
  • A minimum of seven (7) years of C-suite / senior-level management typically acquired, developing and managing large complex budgets, developing and executing IT plans/strategies, and leading large, complex projects or major areas within IT such as IT infrastructure, cybersecurity, applications, technical services, or architecture
  • A minimum of five (5) years leading and managing second-level management
  • A minimum of five (5) years working in a public sector or other highly regulated entity

Preferred:

  • Master’s degree in computer science, information technology, business management information systems, or related field
  • Attained one or more of the following certifications: CISSP, CISA, CRISC, CISM CGEIT, PMP
  • A minimum of ten (10) years of c-suite / senior-level management typically acquired developing and managing large complex budgets, developing and executing IT plans/strategies, and leading large, complex projects or major areas within IT such as IT infrastructure, cybersecurity, applications, technical services, or architecture
  • Previous leadership experience within a complex public transit agency
  • Experience leading and managing in a unionized environment

KNOWLEDGE, SKILLS and ABILITIES:

  • Proficiency in current enterprise server hardware, operating systems, development tools, security systems, data center and distributed operations
  • Proficiency in IT virtual technologies and other IT “Green” technologies
  • Proficiency in information processing requirements of transportation systems and the transit industry preferred
  • Proficient with Microsoft Office Suite
  • Ability to communicate technical information to non-technical audiences
  • Maintain strict confidentiality of sensitive files, data, and information
  • Proficient in the management of a multi-million-dollar budget and large project implementations
  • Ability to use sound judgment
  • Possess an in-depth working knowledge of business management principles, asset management, finance, budgeting, and federal/state/local government or other public entity operations
  • Must have excellent written and verbal communication and interpersonal skills. Ability to develop and deliver effective professional presentations to governing bodies, regulators, employees, and the public
  • Ability to develop effective financial plans, manage agency assets, analyze/interpret financial data and reports to develop strategic business plans.

The anticipated hiring range is between $200,744 and $282,551.50, depending on experience.

Pay Range:

$200,744.00 - $283,551.50 Annual
