The Opportunity:
The Opportunity: We are seeking a senior-level Computer Science and Cyber Security Subject Matter Expert (SME) to provide strategic, part-time, on-call support for technical solutioning and proposal development. As a trusted expert, you will help shape and articulate innovative, mission-focused cyber solutions for Department of Defense (DoD) and federal customers. This position demands deep technical expertise, strong leadership in solution development, and the ability to translate complex cyber concepts into compliant, compelling technical narratives. This is a flexible, high-visibility role with compensation reflective of senior SME status.
Responsibilities:
Serve as a principal technical authority, advising capture and proposal teams on cutting-edge computer science and cybersecurity strategies.
Analyze RFPs, RFIs, and Statements of Work (SOWs) to inform solution architecture and proposal approach.
Develop and refine high-level technical concepts of operations (CONOPS), architectures, and discriminators for competitive proposals.
Author and review technical volumes, cybersecurity plans, and complex technical solutions tailored to solicitation and customer needs.
Contribute to technical volumes, white papers, oral presentations, and responses to evaluation notices (ENs) and requests for clarification.
Provide expert knowledge and insights on specific technical areas relevant to the workload.
Provide expert consultation on technical discriminators, innovations, best practices, and compliance strategies.
Collaborate closely with capture managers, proposal teams, engineers, and business leaders to drive technical strategy and solution differentiation.
Provide thought leadership on evolving cyber threats, technologies, Zero Trust architecture, DevSecOps, AI/ML integration, and cloud security strategies.
Participate in solution development workshops, technical storyboard sessions, and color team reviews.
Maintain an active awareness of DoD and federal cyber policies, frameworks, standards, and emerging technologies.
Support multiple, concurrent efforts with a flexible, mission-first mindset.
Participate in proposal strategy sessions and contribute ideas to strengthen technical approaches.
Analyze client requirements and help develop tailored technical solutions.
Conduct research on emerging technologies and industry trends relevant to proposal topics.
Ensure technical content aligns with overall proposal messaging and win strategies.
Assist in developing graphics, diagrams, and other visual aids to explain complex technical concepts.
Maintain up-to-date knowledge of industry standards, regulations, and best practices.
Support the development of cost estimates for technical solutions proposed.
Contribute to post-submission proposal debriefs and lessons learned sessions.
Mentor junior team members on technical writing and proposal development.
Qualifications:
Required:
Master's degree or Ph.D. in a technical field (Computer Science, Cybersecurity, Engineering, or related discipline).
12+ years of progressively responsible experience in computer science, cybersecurity engineering, cyber operations, or related fields, with significant experience supporting DoD or federal programs.
Excellent written and verbal communication skills, with the ability to craft highly technical content for diverse audiences, including evaluators and senior executives.
U.S. Citizenship required. Ability to obtain and maintain a security clearance if not already cleared.
Desired:
Ph.D. in a technical field (Computer Science, Cybersecurity, Engineering, or related discipline).
Active DoD Secret or Top Secret/SCI security clearance.
Experience leading cyber strategy for DoD programs, mission systems, or IT enterprise modernization efforts.
Proven success developing and leading technical solutions for winning federal proposals, including IDIQ and large competitive bids.
Expertise in cybersecurity frameworks (NIST SP 800-53, NIST RMF, CMMC, Zero Trust, DoD Cloud Computing SRG, etc.).
Familiarity with cutting-edge cybersecurity technologies, including Zero Trust, Artificial Intelligence (AI)/Machine Learning (ML) applications, and advanced cloud security architectures.
Proposal development certifications (e.g., Shipley Associates training) or equivalent capture experience.
Experience advising corporate leadership on cyber strategy and positioning.

The proposed salary range for this position is:
