Overview:

We are seeking a Operations Security (OPSEC) Program Manager who will focus on implementation, compliance, and management of the laboratory’s Operations Security (OSPEC) Program. This position does not manage other staff.  This position resides in the Information Security Group in the Laboratory Protection Division, Facilities and Operations Directorate, at Oak Ridge National Laboratory (ORNL).  

 

Major Duties/Responsibilities: 

  • Serves as the ORNL OPSEC Program Manager responsible for the planning, development, promotion, and management of the ORNL OPSEC Program per DOE Order 471.6, Information Security.

  • Chairs the Laboratory OPSEC Working Group meetings and facilitates the group’s activities and purpose.

  • Conducts the OPSEC Analysis (“process”) as documented in National Security Presidential Memorandum (NSPM) 28, as well as develops and maintains all program documentation.

  • Assists in the conduct of ORNL’s other Information Security Programs, such as CMPC and IOSC.

  • Completes training and obtains authority to conduct inquiries as an Inquiry Official (IO).

  • Completes Safeguards and Security Information Management System (SSIMS) training and assists IOSC program manager with input of IOSC information.

  • Integrates with complementary security disciplines across the laboratory, including, but not limited to personnel security, cyber security, classification, physical security, and similar in the promotion, advancement, and implementation of OPSEC.   

  • Performs an OPSEC review of information or data related to foreign national visits/access, procurement efforts, public release of material, and similar.

  • Conducts annual OPSEC self-assessment and provides the resulting report; participates in external safeguards and security surveys as necessary.

  • Performs OPSEC awareness evaluations for research programs and divisions.

  • Develops and conducts training for the ORNL OPSEC Working Group and ORNL OPSEC Working Group Strategic Committee and other program awareness information for staff consumption.

  • Possesses a thorough knowledge of security and information protection procedures, principles, and requirements, such as classified subject areas, controlled unclassified information, and personnel security.

  • Performs analysis to evaluate and develop risk-balanced decisions concerning the protection of sensitive information, assets, and programs.

  • Completes DC training and assists with DC reviews of Operational Security information.

  • Establishes effective working relationships with state, local, territorial, federal, or private sectors as well as ORNL and DOE management for the integration or collaboration of OPSEC objectives.

  • Displays exceptional interpersonal skills: ability to remain professional and tactful under difficult circumstances and articulate security recommendations and requirements.

  • Supports the implementation of other Safeguards and Security requirements to ensure compliance with applicable DOE Orders.

  • Creates and maintains OPSEC based procedures for ORNL staff.

  • Performs other tasks as requested/required by Management.'

Basic Qualifications:

  • A BS in security, business, or other related discipline.

  • A minimum of 8 years of experience in a safeguards and security discipline. An equivalent combination of education and experience will be considered.


Preferred Qualifications:

  • Management of DOE Safeguards & Security related program or prior experience at a DOE facility.

  • Completion of OPSEC training.

  • Experience with the OPSEC Process, Risk Calculation and Threat Matrix

  • Experience with Personnel Access System, Standards Based Management System, ORNLBuy, and RESolution.  

  • Ability to obtain a sensitive compartmentalized information credential.

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
     

Special Requirements:

  • Q clearance: This position requires an active Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
