Position Purpose

The Senior Analyst supports the Research Security Directorate and more broadly the OVPRI mission by implementing and advancing the inaugural research security program and building capacity to address the requirements from provincial and federal governments. The incumbent ensures precise and reliable strategic and technical information is available to stakeholders (including researchers, research advisors and research administrators) and partners, and has a solid understanding of the newly designed institutional research security model, performance indicators, business operations and priorities.

Finally, the incumbent provides guidance and advice to clients (based on in-house research security designed tools, commercialized software and tools) in order to align with government (federal and provincial) research security requirements.

Specific Accountabilities

  • Risk Assessment: Provide professional expertise to the research community with respect to risk assessment techniques and processes, educate the research community to anticipate risk and issues in plans and requirements and to take appropriate action to mitigate and resolve them.
  • Research analysis: Provides professional expertise, develop recommendations for internal research security policy, processes, risk mitigation strategies and practices to comply with government enacted research security requirements.
  • Data analysis: Provides quantitative processes | data analysis and prepares documentation for upper management and faculty research advisors | administrators which explain data sources, trends, and comparisons related to strategic research performance indicators.
  • Design: Designs complete solutions to complex research security problems (including workflows, conceptual and logical data models for the data warehouse environment, static and dynamic reporting tools and data visualization techniques) applicable in a wide array of university operations using specialized software and technologies unique to the nascent field of research security.
  • Development and Testing: Collaborates with IT services and external vendors to develop and implement business intelligence projects and complex programs including business needs assessment, scoping solutions, identifying data sources and business rules, evaluating the technical and operational feasibility of solutions proposed and performs integration tests to ensure correct functionality of solution. Evaluates and diagnoses the impact of proposed solutions on existing systems, ensuring their coherence with those already in place.

Knowledge, Experience, Competencies, and Skills

  • A master’s degree in Biomedical engineering, Computer science, Political Sciences or related field, preferably with a strong research background or an equivalent combination of education and work experience.
  • Five (5) years’ experience in open-source information or intelligence gathering, and analysis.
  • Ability to effectively apply high level critical thinking skills.
  • Ability to work in a flexible, on and off-campus hybrid environment.
  • Ability to identify issues and take proactive action including adjusting to changing priorities as necessary.
  • Bilingualism – English and French with strong communication skills, both oral and written.
  • Excellent analytic skills and a detail-oriented approach to issues and analyses.
  • Experience advising and briefing senior managers, especially academic leadership.
  • Experience in creating analytical and advisory products from diverse information sources.
  • Experience working in a complex multi-stakeholder and fast-paced environment with shifting priorities and judgement to assess and balance institutional, individual, and national needs.
  • Knowledge of geopolitics, national security, research security, cyber security, and the threat environment.
  • Knowledge of emerging Canadian and international research security standards, policies and programs.
  • Knowledge of the academic environment and experience working with researchers.
  • Knowledge of policies, guidelines and granting/contracting practices of federal and provincial funding agencies and departments, as well as granting foundations.
  • Proven knowledge of corporate/financial analysis or due diligence and ability to utilize various open-source platforms, such as Strider, Kharon, Dimensions, etc. to conduct a range of searching is an asset.
  • Proven track record of effective information synthesis and knowledge translation and dissemination skills including publications, public speaking, science communication, opinion pieces, writing briefings, grant writing, etc.
  • Working knowledge of Microsoft 365 products.
