DecisionPoint Corporation is seeking a Journeyman Cost Analyst to join our team on an upcoming contract to support the Unites States Coast Guard USCG) Aviation Logistics Center (ALC) Information Systems Division (ISD) in Elizabeth City, North Carolina. The USCG ALC ISD provides development, security, and operations (DevSecOps) IT support for products and services for the Coast Guard Information Officer (CIO), Commandant, and Coast Guard Cyber Command through a geo-dispersed workforce including military, civilians, an contractor personnel committed to supporting the USCG’s missions and requirements of the leading growing interconnectivity, increased reliance on data and networks, and development of commercial space and artificial intelligence systems.
Position is on-site with off-site capabilities.
Duties & Responsibilities
The duties and responsibilities of the Journeyman Cost Analyst include:
- Independently oversee all aspects of economic analysis to evaluate the costs of alternative ways to accomplish functional IT project objectives, analyze hardware, software, and resource investment costs, benefits, and risks.
- Analyze expenses and cost transactions with contracts, procurement requests, support services and overhead.
- Conduct market research as needed to recommend changes to pricing or business models.
- Conduct ad hoc analysis and special projects as requested to support strategic decision making.
- Participate in project management, maintain and track action items.
- Participant in the defining the level of effort (LOE) for software development, project and hardware upgrade costing.
- Assist in budget formulation, execution, analysis, problem resolution, program build briefings, and development of budget descriptions and justifications.
- Prepares independent cost estimates, develops life-cycle cost estimates and analyses, and performs cost benefit and economic evaluations.
- Collects cost and technical data, develops cost estimating methods to include modeling and statistical analysis and develops cost instructions and policies/procedures.
- Experience providing management and support in the areas of budget, billing, reporting, and financial management for IT initiatives preferred.
- Participate in continuous improvement projects; take advantage of tools and programs that will increase the efficiency and accuracy of accounting practices. The incumbent will manage multiple concurrent project tasks, develop schedules, and formulate plans and milestones. The incumbent will draft correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation as needed. The incumbent will also identify and develop methods, plans, and documents to streamline operating procedures, reports, and systems to improve operations, achieve savings, and encourage long range planning to assure the program/project produces results in a cost-effective manner.
Qualifications
- Ability to obtain a Public Trust clearance.
- Bachelor’s or associate degree in Computer Science, Math, Information Technology, Engineering, or related field or at minimum IT Certification.
- Note: Two (2) years' experience is equivalent to one (1) year of education. OR High School Diploma
- Minimum of three (3) years of experience with using business analysis and data visualization tools beyond Excel (i.e. COGNOS, Tableau, VBA, SAS,) preferred.
- Advanced Microsoft Office Suite skills and the ability to use Outlook, Access, PowerPoint, and Word required.
- One (1) year of experience in Agile DevSecOps software and engineering environment and Methodologies.
- One (1) year of experience with Jira, Confluence, and Bitbucket or equivalent.
- Must have excellent attention to detail, written and oral communication skills.
