Position Overview:

MIKEL Inc., a woman-owned small business specializing in undersea warfare solutions for the U.S. Navy, is seeking a strategic and mission-driven Chief Information Officer (CIO). The CIO will lead information management and technology strategies. This role focuses on ensuring secure and efficient IT infrastructure and data systems that enhance contracting efficiency, mission readiness, and cybersecurity compliance.

Key Responsibilities:

  • Strategic IT Leadership and Business Development: Develop and implement IT strategies aligned with MIKEL Inc.  and  NUWC Division Newport's mission to provide full-spectrum support for submarine warfare systems and the undersea battlespace.  Identity and grow IT/Cyber Business opportunities both locally at NUWCDIVNPT and with other DoD agencies.
  • Cybersecurity and Compliance: Oversee information assurance and cybersecurity programs, ensuring compliance with NIST, Risk Management Framework (RMF), and Cybersecurity Maturity Model Certification (CMMC) standards to safeguard computer networks.
  • Digital Transformation: Guide the modernization of contracting processes through the integration of data analytics, automation, and secure cloud solutions, enhancing efficiency and agility.
  • Corporate IT Governance: Serve as the Executive IT advisor to MIKEL leadership to ensure secure and efficient system support. Enforce MIKEL’s policies and IT governance requirements across executive networks and special environment to support business growth. Implementing disaster recovery and business continuity plans.
  • Team Leadership and Development: Building and mentoring a high-performing IT/ Cyber team both internal to MIKEL and External to NUWCDIVNPT.  Fostering an environment of continuous learning and innovation. Aligning team objectives with organizational goals.

Qualifications:

  • Education: Bachelor’s or Master’s degree in Information Technology, Computer Science, Cybersecurity, or related field.
  • Experience: 10+ years of senior IT leadership experience, preferably within DoD or defense contracting environments.
  • Expertise: Demonstrated expertise in DoD IT governance, acquisition systems, and cyber compliance frameworks.
  • Knowledge: 
    • Strong understanding of NUWC Division Newport's mission, particularly undersea warfare capabilities and programs.
    • Understanding of Legacy System Modernization: Manage and modernize legacy systems to support agile acquisition and programmatic support, ensuring they meet Department of Defense (DoD) and Department of the Navy (DON) cybersecurity standards, including the implementation of Zero Trust Architecture.
  • Skills: Excellent leadership, communication, and stakeholder management skills.
  • Certifications: PMP, CISSP, or equivalent certifications are highly desirable.

Preferred Experience:

  • Familiarity with NUWC Division Newport's contracting systems and undersea warfare program offices.
  • Experience in digital modernization efforts within federal acquisition environments.
  • Knowledge of DoD cloud computing strategies and secure infrastructure development.

Department of Defense Secret Security Clearance or higher is required at time of hire.
