Job Overview
The Technical Architect will serve as the principal technical authority for the Hawaii Department of Human Services (DHS) Benefit, Employment, and Support Services Division (BESSD) Infrastructure, Application, and Software Support Services project. This strategic role requires deep expertise across BESSD's diverse technology landscape, from mainframe systems to modern web applications. The Technical Architect will design and oversee the technical architecture for maintenance, integration, and modernization initiatives, ensuring alignment with DHS business objectives while maintaining system reliability, security, and performance. The position demands both breadth of technical knowledge across multiple platforms and depth of expertise in critical systems.
This role is contingent upon award, and will be hybrid, based in/near Oahu, Hawaii.
Primary Duties
- Design and maintain the technical architecture for BESSD's diverse technology portfolio, including mainframe systems (HAWI/HARI), web applications (HANA), document management (EDM/ECF), and contract management systems (CAPS).
- Develop integration solutions between legacy and modern systems, ensuring seamless data exchange and workflow continuity.
- Create and enforce technical standards, best practices, and architectural guidelines for all systems maintenance and enhancement activities.
- Evaluate new technologies and make recommendations for adoption to improve system efficiency, security, and maintainability.
- Lead technical design reviews and provide architectural oversight for system modifications and enhancements.
- Design web services and APIs using Boomi and Apigee platforms to facilitate integration between applications.
- Architect security solutions aligned with NIST standards and state policies, with particular focus on NIST SP 800-53 controls.
- Provide technical leadership for the integration with the Benefits Eligibility Solution (BES) modernization project.
- Design disaster recovery and business continuity solutions for critical systems.
- Collaborate with Project Manager and technical teams to ensure architectural alignment across all support activities.
- Mentor technical staff and provide guidance on complex technical challenges.
Necessary Skills and Knowledge
- Expert-level understanding of the technical systems:
- IBM Z System mainframe architecture, CICS, COBOL, JCL, ADABAS database, and NATURAL programming
- IBM Websphere Portal and Application Server design and configuration
- Java/J2EE application architecture and Oracle database design
- Adobe Experience Manager (AEM) portal architecture
- Modern web application frameworks including Angular, Vue.js, and React
- IBM FileNet and DataCap document management system architecture
- Microsoft 365 enterprise architecture including SharePoint Online, Teams, and Azure AD/Entra
- Contract and financial management system design (CAPS)
- Deep knowledge of integration technologies and architecture patterns:
- Web services design principles (REST, SOAP)
- API management using Boomi and Apigee platforms
- Robotic Process Automation using UiPath
- Middleware and service bus architecture
- Infrastructure architecture expertise:
- Virtualization technologies (VMware, Xen, KVM)
- Linux and Windows server architecture
- Container technologies (Kubernetes, Docker)
- Cloud platforms (AWS, Azure, Oracle OCI)
- Storage and backup solutions (Cohesity)
- Database architecture across multiple platforms: Oracle, DB2, MS SQL, and Google BigQuery.
- Security architecture and NIST compliance frameworks.
- Enterprise application integration patterns and practices.
- Spring Framework and modern application architecture.
Required Qualifications
- Bachelor's degree in Computer Science, Information Systems, or related technical field.
- Minimum of ten (10) years of experience in technical architecture or systems engineering.
- At least five (5) years of experience designing solutions for complex, multi-platform government IT environments.
- Demonstrated expertise in both mainframe and modern web application architectures.
- Experience designing integration solutions between legacy and modern systems.
- Strong understanding of database design and optimization across multiple platforms.
- Proficiency in security architecture and compliance frameworks.
- Excellent communication skills with ability to explain complex technical concepts to diverse audiences.
- Experience mentoring technical teams and establishing architectural standards.
Preferred Qualifications
- Master’s degree in Computer Science, Information Systems, or related technical field.
- At least one (1) instance of experience delivering IT services in a government setting.
- Experience with public assistance systems and human services technology applications.
- Previous work with Hawaii state government systems or similar state-level environments.
- Architecture experience with document management systems and workflows.
- Cloud architecture and migration expertise.
- Security certifications (CISSP, CCSP, or equivalent).
- Enterprise architecture certification or training.
- Experience with system modernization and legacy transformation initiatives.
- Knowledge of federal reporting requirements for public assistance programs.
Clearance
- Ability to pass required background checks for Hawaii DHS.
- Ability to obtain necessary security clearances for working in state government facilities.
- Compliance with all state policies, including those established by Hawaii's Office of Enterprise Technology Services (ETS).
Salary Range
- $157,000 - $167,000
