Bragg. This position supports the planning, execution, and assessment of OSINT acquisition programs. Responsibilities include requirements management, proposal evaluation, financial reporting, and the preparation of program and technical documentation. The role involves leading technical efforts in the design, development, testing, and fielding of advanced OSINT capabilities, as well as overseeing Integrated Product Teams and assessing system maturity. Additionally, the role requires collaboration with interagency partners, coordination of OSINT operations, and providing decision support for senior intelligence personnel. The ideal candidate is a self-starter with a strong technical background and acquisition expertise.
Responsibilities:
- Aggregation, allocation, decomposition, and tracking of requirements. Developing and/or reviewing Statement of Objectives (SOO), Statement of Work (SOW), and Performance Work Statements (PWS)
- Evaluating proposals for compliance with Request for Proposal (RFP) and programmatic considerations of cost, schedule, performance, and risk
- Generation and/or review of detailed financial reporting to plan, monitor, and report on program financial status, invoices, obligations, expenditures, and risk
- Generation and/or review of other core business process documents including briefing materials and formal memoranda
- Generate and evaluate test and evaluation plans and documents
- Initiate, direct, coordinate, and participate in the preparation of or revision of appropriate materiel requirements documents, program management documents, test plans, and training plans for chartered systems
- Serve as the point of contact for planning, coordinating, and managing the overall acquisition of materiel for operations, maintenance supervision, management, budgetary programs and support of all OSINT programs within the command
- Design, development, testing, and fielding of advanced and novel capabilities associated with Horizontal-Intelligence, Surveillance, and Reconnaissance (ISR), Digital-Intelligence, Surveillance, and Reconnaissance (ISR), OSINT
- Trusted Data Architecture (TDA) communications networks understanding
- Test and Evaluation planning, review, and oversight
- Technical understanding of system employment of current and next-gen OSINT equipment and capabilities
- Leading Integrated Product Teams (IPTs) and Engineering working groups that will review and assess the maturity of engineering artifacts, CONOPs, and systems architecture products
- Assessing Integrated Master Schedules (IMS) to identify integration dependencies, gaps, and risks.
- Working directly with the customer, and supporting contractors, to determine the overall maturity of OSINT acquisitions at each stage of the Lifecycle Acquisition Process while adhering to government standards and procedures
- Providing decision support and technical consultation, meeting coordination, and leading the development of initial recommendations for Government decision-makers
- Plan, develop, and implement OSINT operations tactics, techniques and procedures for OSINT specialists
- Serve as a technical lead for OSINT research and development programs with Interagency partners, regularly brief senior Intelligence Community personnel on the command's OSINT efforts
- Coordinate internally/externally to ensure that collection management, analysis and production are sufficient to support planning and operations
Must be a U.S. Citizen
Must have an active Top Secret clearance
Required Qualifications:
- 12 years of relevant DoD/IC OSINT experience
- Bachelor's Degree in a relevant field of study from an accredited university
- Superior written and verbal communication skills
- Expertise in policy, authorities and integration of service or intelligence community (IC) OSINT capabilities
- Self-motivated, professional, team player
Desired Qualifications:
- Current CI Polygraph
- US Cyber Command, or commensurate military experience preferred
- 3-5 years of relevant experience with DoD/IC OSINT technical collection tradecraft or Trusted Data Architecture engineering
- Understanding of the Planning, Programming, Budgeting & Execution Process (PPBE) and Joint capabilities Integration and Development System (JCIDS).
- Defense Acquisition Workforce Improvement Act (DAWIA) Certification in Program Management, System Engineering and/or Test and Evaluation Management or equivalent DAU course work.
