This is an onsite position in Tallahassee, Florida.

 

Position Overview and Responsibilities:

 

The administrator of Business Management Services (BMS) provides strategic leadership, management oversight, and operational direction for the business functions of the Office of Technology and Information Services (OTIS) within the Florida Department of Environmental Protection (DEP).

 

This role ensures seamless alignment between IT operations and the agency’s Information Technology Business and Strategic Plan, fostering collaboration with program staff and vendors to enhance service delivery.

 

The administrator serves as a bridge between business operations and IT, ensuring agency partners receive reliable support and tailored solutions to meet strategic goals. Strong interpersonal and relationship-building skills are essential for driving operational success. The employee is expected to demonstrate professionalism, cooperation, and respect in all interactions while upholding agency values, policies, and directives. This leader is expected to cultivate a collaborative work environment, promote teamwork, and foster strong partnerships across programs to enhance efficiency and innovation.

 

This position is responsible for fostering a high-performance culture, mentoring and coaching staff, and ensuring the efficiency, compliance, and effectiveness of three critical BMS sections:

 

·       Human Resources and Administrative Support – Oversees personnel functions, staffing needs, employee development, and administrative policies to ensure alignment with departmental goals.

·       Procurement and Software Governance – Ensures proper procurement processes, compliance with state regulations, and effective oversight of software licensing, acquisition, and management.

·       Budget, Project, and Contract Management – Provides financial oversight, ensures resource allocation efficiency, manages contracts, and ensures successful project execution across OTIS.

 

This role plays a vital part in ensuring the financial and operational integrity of OTIS while supporting legislative funding efforts. Monitors and tracks specific legislative activities and issues in order to brief the CIO on issues and outcomes. Works with DEP legislative staff to collect and provide information related to information technology issues.

 

Required Knowledge, Skills, and Abilities:

 

  •      Knowledge of budgeting processes and best practices for an organization.
  •      Knowledge of human resource-related rules and best practices.
  •      Knowledge of contracting rules and best practices.
  •      Knowledge of property and facility management processes and best practices.
  •      Knowledge of office management processes and best practices.
  •      Knowledge of effective service level agreements.
  •      Knowledge of team dynamics, team building, and how to properly motivate staff.
  •      Knowledge of trends and directions in Information Technology.
  •      Knowledge of IT governance purpose and structures.
  •      Skilled in effective project management.
  •      Extensive experience with MS Office Suite including MS Project.
  •      Ability to produce budget analysis using information from reports, applications, and internal tracking spreadsheets.
  •      Ability to develop business cases for legislative funding requests with internal staff and other DEP offices.
  •      Ability to effectively advise senior stakeholders on technology use and implementation in clear, non-technical terms.
  •      Ability to communicate effectively both verbally and writing.

 

Minimum Qualifications:

 

·         Extensive experience in business management, budgeting, procurement, human resources, and/or contract administration.

·         Strong leadership, coaching, and mentoring skills.

·         Ability to effectively manage cross-functional teams and complex business operations.

·         Knowledge of Florida state government processes and legislative budgeting.

·         A minimum of six years of related and verifiable experience is required.  Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis.  A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

  •  Project Management Professional (PMP), Florida Certified Contract Manager (FCCM) and Florida Certified Contract  Negotiator (FCCN) certifications are required.

                          

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

Preferred Qualifications:

A bachelor’s or master’s degree in business administration, Finance, Public Administration, or related field is also preferred.

Pay:

$90,000 - $110,000
