POSITION SPECIFICS​

We are searching for a self-motivated, highly experienced facilities professional to join the Applied Research Laboratory (ARL) at Penn State University for our Reston, VA, location. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intelligence Community (IC).  Your role will incorporate facilities oversight, managing the installation, maintenance, removal, disposition, inventory, and coordination with property management’s building engineers.  You will also provide security oversight of ARL’s Reston facility in all matters related to Sensitive Compartmented Information (SCI) administration and facilities, DoD Information Security, and DoD Special Access Program (SAP) security.

For the ARL Reston office, responsibilities include:

  • Manage facilities operations for the physical plant and property, including ARL leased property

  • Maintain a complete inventory of owned and leased property and materials, to include records of installation, maintenance, removal, and disposition

  • Facilitate access and ingress by property management, ARL facilities, building engineers, and contracted technicians

  • Maintain Emergency Response and Evacuation Plan and serve as point of contact for the ARL Insider Risk Prevention and Management program

  • Participate in strategic planning meetings regarding facility projects and planning of future space utilization with property manager and ARL Facilities

  • Provide oversight for the implementation of an efficient, comprehensive security program, ensuring continuity with other ARL facilities, and compliance with federal and University security operations, policies, and procedures, as well as contractual security requirements as mandated by government sponsors to validate the need for accredited space(s)

  • Provide oversight of Communications Security (COMSEC), Personnel Security (PERSEC), and Operations Security (OPSEC), implementing and interpreting policy requirements and procedures, and develop/maintain plan supplements

  • Prepare for and represent the facility in security inspections by government agencies

  • Assist and coordinate with the Facility Security Officer (FSO) and ARL Security Services management regarding briefings/de-briefings/re-investigations/trainings on initial and periodic security indoctrinations, the courier program, markings review, classified movements, tests, and conferences; review investigations to resolve security incidents and violations

  • Assist with physical security duties, including maintenance of the access control system, CCTV surveillance system, video intercom, alarms, locks, keys combination changes, and inspections

  • Monitor issuance of government forms (e.g., DD 254) for classified contracts in support of a delivery order, subcontract, purchase order, or request for proposal

  • Apprise the ARL Enterprise leadership, ARL Engineering Services Director, and staff on the physical plant and property, as well as security updates and issues

  • Provide guidance and oversight to staff for day to day and complex security matters

Required skills/experience areas include:

  • Comprehensive knowledge of physical plant maintenance, safety regulations, contract management, budgeting, space planning, and project management relevant to a secure environment and DoD policies

  • Operational experience in security functions within the DoD and IC, specifically government classified programs

  • Working knowledge of ICD-705, NISPOM 32 CFR Part 117 and 2001.53 (Open Storage Area), and TEMPEST best practices

  • Active TS/SCI security clearance

  • Success building and maintaining relationships at all levels of a diverse, multi-disciplinary, team-oriented culture

  • Success in an office environment, where various forms of communication and organizational skills were crucial to be effective

  • Demonstrated ability to work through a difficult issues, using proper steps to define and formulate ideas to reach a solution

 

MINIMUM EDUCATION, WORK EXPERIENCE & REQUIRED CERTIFICATIONS

Bachelor's Degree 6+ years of relevant experience; or an equivalent combination of education and experience accepted Required Certifications: None

 

Your working location will be fully on-site, located in Reston, VA.

SALARY & BENEFITS

The salary range for this position, including all possible grades, is $68,200.00 - $102,300.00.**THE PROPOSED SALARY RANGE MAY BE IMPACTED BY GEOGRAPHIC DIFFERENTIAL**
