OVERVIEW:

The Office of Information Technology (OIT), within the Department of Administrative and Financial Services (DAFS) is seeking a Technical Support Specialist (TSS) to join the Information Security Office (ISO). This role is essential to supporting and enhancing the State of Maine’s physical security infrastructure. ABOUT THE JOB DETAILS:

Hybrid Work Opportunity – This position has the potential to work from home as much as 90% of the time with management approval.

As a Technical Support Specialist (TSS) within the Information Security Office, you will play a vital role in managing the physical security aspects of information security for the State of Maine. Your primary responsibilities will include managing access control requests and reviews, maintaining compliance with physical and environmental security standards, coordinating with vendors and internal IT teams, and assisting with fingerprint-based background check processes.

You will work closely with the ISO Program Manager and act as a key resource in safeguarding the state’s critical infrastructure, particularly within data centers and environments that handle sensitive and federally regulated data. This role requires a balance of technical expertise, administrative coordination, and compliance oversight, as well as a commitment to continuous process improvement and documentation.

This position offers a unique opportunity to contribute to the State of Maine’s cybersecurity mission by focusing on the foundational elements of physical security within a dynamic and evolving enterprise IT environment.

WHAT YOU WILL DO?

As a Technical Support Specialist, you will:

  • Learn and apply the Office of Information Technology’s (OIT) physical security processes, procedures, and tools (e.g., access control systems) to manage physical access requests and conduct access reviews.
  • Maintain working knowledge of the Splunk Security Information and Event Management (SIEM) platform to support user access reviews.
  • Review, update, and lead the rollout of the Fingerprint-Based Background Check (FPBBC) process, ensuring compliance with mandatory awareness training and system access requirements based on verified background check rosters.
  • Manage and maintain user access, server rack assignments, and key control for data centers in accordance with best practices including physical and environmental security control standards set by National Institute of Standards and Technology.
  • Ensure access provisioning and ongoing access management comply with federal regulatory requirements for systems handling sensitive data types.
  • Assist in the creation and maintenance of Standard Operating Procedures (SOPs) and other documentation to ensure clarity and consistency.
  • Participate in technical meetings and collaborate with internal IT teams, application developers, and third-party vendors to support enterprise-wide improvements to the physical security program.
  • Provide operational and compliance support to the Information Security Office (ISO) Program Manager on matters related to physical security.

PREFERRED QUALIFICATIONS:

  • Detail-Oriented: Demonstrated ability to manage complex access control systems, badge issuance, and inventory tracking with accuracy and consistency across sensitive environments.
  • Compliance-Focused: Familiarity with a wide range of regulatory frameworks, including IRS Publication 1075, FBI CJIS, HIPAA, FERPA, SSA, and CMS requirements, and how they apply to physical and logical access controls.
  • Process-Driven: Experience developing and maintaining Standard Operating Procedures (SOPs), audit documentation, and user access reviews in a structured and repeatable manner.
  • Technically Proficient: Hands-on experience with physical access systems (e.g., Honeywell), security information and event management (e.g., Splunk), and identity/access management processes.
  • Collaborative: Proven success working with IT, security, facilities, vendors, and compliance teams to support enterprise-wide physical security programs.
  • Public Service Minded: Strong understanding of the role secure physical environments play in delivering vital services such as unemployment benefits, child support, and public health programs.

MINIMUM QUALIFICATIONS:

  • A minimum of 6 years of a combination of related post-secondary education, technical certifications, or technology related work experience.  Related training, internship experience etc. may be credited as related experience on a month-per-month basis.

The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
