Technical Business Analyst

ECS is seeking a Technical Business Analyst to work in our Fairfax, VA office.  Please Note: This position is contingent upon contract award.

The TIES Program is the Cybersecurity and Infrastructure Security Agency’s (CISA) dynamic approach to fulfilling its federally mandated cyber information sharing responsibilities and ensuring real-time automated threat intelligence reaches key security partners. The TIES product is an integrated suite of multiple Commercial Off the Shelf (COTS) products, software configuration packages, and custom code which work together to operate as an integrated solution tailored to meet CISA requirements.

ECS is seeking a Technical Business Analyst to lead the research and development of an Analysis of Alternatives (AoA) for cyber threat intelligence thread feeds within the Threat Intelligence Enterprise Service (TIES) solution for the Cybersecurity and Infrastructure Security Agency (CISA). This role is crucial in ensuring the effective evaluation of threat intelligence sources, enabling real-time automated data-sharing with key security partners. 

Key Responsibilities: 

• Conduct research, evaluation, and comparative analysis of available cyber threat intelligence thread feeds to assess strengths, limitations, and applicability within TIES. 

• Develop a structured Analysis of Alternatives (AoA) framework to guide decision-making on optimal threat intelligence feed selection. 

• Collaborate with cybersecurity stakeholders, engineers, and analysts to define technical and operational requirements for effective intelligence integration. 

• Assess Commercial Off-The-Shelf (COTS) products, software configurations, and custom solutions to determine best-fit approaches for CISA’s mission needs. 

• Work closely with data architects and engineers to establish integration strategies for seamless ingestion, processing, and dissemination of intelligence feeds. 

• Generate technical reports, presentations, and recommendations, communicating findings to leadership and federal partners. 
• Support continuous improvement initiatives to enhance cyber threat intelligence capabilities within the TIES program

• U.S. citizen with an ability to obtain a maintain a Public Trust Suitability up to a TS/SCI 
• 5–7+ years of experience in cybersecurity analysis, technical research, or business analysis within a federal or cybersecurity domain. 

• Strong knowledge of cyber threat intelligence feeds, data-sharing methodologies, and analysis frameworks. 

• Experience conducting Analysis of Alternatives (AoA) assessments for cybersecurity or technical solutions. 

• Proficiency in data-driven decision-making, technical writing, and stakeholder engagement. 

• Familiarity with CISA’s cybersecurity priorities, threat intelligence operations, and federal cybersecurity frameworks. 

• Strong analytical, problem-solving, and communication skills.
