What You Will Do:
The Program Manager will lead operational activities and strategic initiatives at Guidehouse clients. This position will be responsible for managing client relationships, assessing client’s IT capabilities, providing recommendations, implementing strategic initiatives, executing long term programmatic planning efforts, strategically responding to emerging priorities, and managing matrixed teams at client offices. Provide technical and business program management strategy including support for acquisitions, financial management, contract management, budget development, operations, and business process management.
Provide strategic expertise for the development, updates, and delivery of meeting schedules, agendas, minutes, and briefing materials for meetings, working group sessions.
Provide consultation and assistance to IT program offices to facilitate the implementation and compliance with the CLIENT acquisition policies, requirements, processes, and procedures along with other parts of the US Government as applicable.
Organize and deliver expert strategy and analysis for current knowledge management IT systems including collection, access management and dissemination of this information to facilitate secure sharing of the CLIENT mission across the organization.
Provide Shared Services Capability via strategy, operating models, and road mapping.
Oversee project management/program management.
Manage acquisition policies, processes, procedures, and requirements.
Oversee, develop, and provide contract and procurement policies, processes, procedures, and requirements.
Have proven experience transforming an organization to better prepare for the future state need to serve the mission/enterprise.
Have general knowledge of Federal Acquisition Regulation (FAR) process.
Have experience in Knowledge Management (KM) Strategy and implementation.
Be able to conduct ITAR reviews and processes to include purchase request (PR) packages.
Provide end to end management of IT client engagements - detailed project plans, scope and budget definition, resource allocation, product delivery.
Organize and facilitate project timelines with clients and team, including generating estimates for project complexity and duration.
Serve as point person in client communications and provide leadership and mentoring to team members on project development and client management skills.
Manage senior client relationships and expectations throughout project lifecycle to build confidence, deliver excellence, and sell consulting services.
The candidate must be a strong written and oral communicator and be comfortable interacting with clients and serving as a trusted advisor to senior government leadership.
Managerial and supervisorial responsibilities include mentoring, coaching, and career and performance management of consulting staff.
Monitor the scope, schedule, and budget of the technology projects.
Support the client management and stakeholders to plan for and address risks and issues as they occur, to ensure that the project remains on schedule and within budget.
Coordinate teams including establishing operating models and implementing methodologies to deliver global complex and high-risk multi-year programs.
Develop and manage master integration management plans, critical dependency milestone trackers, and dashboards, tracking key program status updates and issues/risks, performing action item management for complex programs, including management of interface with infrastructure, communications, cyber, development and finance workstreams, utilizing project management tools.
Lead and support business development by identifying new opportunities and assisting with proposal development.
What You Will Need:
Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.
Bachelor's degree.
TWELVE (12) years of experience it program or project management.
PMP, CISSP or CISSM Certified.
Strong management skills and able to forge relationships both internally and externally to the client.
What Would Be Nice To Have:
Existing DHS Suitability and/or Secret clearance.
Experience supporting federal government customers and/or prior experience within the federal government.
Relevant certifications including but not limited to: PMP and/or Scrum-master certification, SAFe Certification, ITIL Certification.
Showing extensive program management skills including the ability to liaise with technical and business teams and clearly articulate technology concepts to business audiences.
Demonstrated experience leading technology implementations/transformations, specifically with large-scale technology transformation programs (i.e., strategy through execution) with an emphasis in operations.
Demonstrating IT strategy skills by being able to develop and document business visions, technology strategies, and project roadmaps.
Experience leading teams of at least n (10) consultants/IT Practitioners.
Experience supporting emergency management security sector customers.
Demonstrated experience of hands-on experience providing writing support and interfacing with prospective new clientele as it relates to the field of technology management, IT strategy and/or analytics.
Demonstrated facilitation and presentation skills targeting all levels of an organization and across business and technical functions leveraging visualization platforms (PowerBI, Tableau, PowerPoint).
