A Glimpse of the Job

The Assistant Vice President and Privacy Officer develops, oversees, and directs departmental projects, programs, initiatives, and/or activities on behalf of the executive staff. Oversees the business related activities of one or more departmental units, and manages compliance activities. Monitors, develops, executes, facilitates and oversees Privacy Compliance programs with global, federal, state, and Texas A&M University system standards, including, but not limited to, laws, regulations, statutes, codes, policies, procedures, rules, contract obligations, and directives.  Work with patients, faculty, students, and staff on privacy-related concerns, projects, and/or issues.  Perform necessary investigations.  For research activity that contains regulated data, work with IRB on appropriate protocols and safeguards.

Essential Duties/Tasks:

Privacy Program Development/Compliance

  • Develops, oversees, and directs the implementing and maintaining of policies and procedures.

  • Monitors program compliance.

  • Provides privacy training and incidents and breaches.

  • Interacting with governmental agencies and other legal entities on compliance reviews or investigations.

  • Performs compliance audits.

  • Applies effective privacy practices that minimize risk and ensure the safety and privacy of protected information.

  • Interacts with Internal Review Board (IRB) staff to review research projects to develop appropriate protocols and consents, as well as with legal entities where appropriate.

  • Reviews contracts that have regulated data components to determine internally if obligations on TAMU are feasible and appropriate, or insuring obligations on third party vendors meet regulatory standards of TAMU.

  • Advises and provides recommendations to the Vice President on a variety of internal and external issues affecting the department operations.

  • Oversees and effectively administers departmental programs.

  • Administers, drafts, and makes recommendations for relevant policies, regulations, and rules.

  • Evaluates the effectiveness of departmental operations and implements organizational and/or programmatic changes as necessary to maintain effective and compliant programs.

  • Coordinates and assesses continuous improvement efforts.

  • Develops communication processes within the department to provide clear guidance and solutions.

  • Participates in the development and implementation of the department’s strategic plan.

  • Establishes and implements short and long-term goals, objectives, policies, and operating procedures.

  • Develops, administers, and advises the Vice President and all offices reporting to the Vice President on the annual budget process.

  • Trains and supervises subordinate staff.

Privacy Program Resource

  • Advises Texas A&M Leadership, AgriLife, TEES, TEEX, and TTI extensions on the privacy program and guidelines to ensure privacy compliance.

  • Serves as a resource and subject matter expert on privacy related issues affecting the University.

  • Works closely on compliance issues, as necessary, to ensure alignment between security and privacy compliance.

  • Maintains current knowledge of applicable federal and state privacy laws.

  • Makes presentations as needed.

  •  Provides guidance, monitoring, and analysis of state and federal legislative and leadership issues and coordinates such activities of the department.

Required Education and Experience:

  • Bachelor's degree or an equivalent combination of education and experience.

  • Ten (10) Years of experience as privacy officer or other related experience.

Required Licenses and Certifications:

  • Certified Information Privacy Professional (CIPP)

  • Certification from the International Association of Privacy Professionals (IAPP).

Knowledge, Skills, and Abilities:

  • Ability to multi-task and work cooperatively with others.

  • Knowledge and experience in state and federal laws and regulation related to privacy and confidentiality, including, but not limited to Accountability Act (HIPAA), HB300, and Family Education Rights and Privacy Act of 1974 (FERPA).

  • General Data Protection Regulation (GDPR) for the European Union, and Gramm-Leach-Bliley.

Preferred Qualifications:

  • Advance degree such as MS, MHA or JD.
