Summary:

The candidate will serve as the technical program lead for a number of software development teams that operate within a variety of software development environments providing support for development of various software programs, business and technical applications, web content, routine maintenance and management of critical Department of the Navy (DON) Cyber systems and adjoining administrative functions. The Principal Software Developer will be responsible for directing and managing teams across a number of areas including cloud applications development, Continuous Integration and Continuous Delivery (CI/CD) pipelines, system architecture design, cybersecurity, and innovation. General Function:      

  • Serve as the technical program lead for all performance areas of delivery.
  • Oversee the entire software development life cycle.
  • Manage, coordinate and track work across all functional areas of project.
  • Develop requirements for systems based on local Systems Engineering Processes, DoD and Navy guidance, and commercial specifications.
  • Perform Analysis of Alternatives (AoA) for various information systems options.
  • Software engineering services, including development and maintenance.
  • Remote and on-site troubleshooting and root cause analysis.
  • Ensure secure coding practices within the development teams.
  • Oversee the identification, assessment, and remediation of software vulnerabilities.
  • Integrate security checks into CI/CD pipelines to catch vulnerabilities early in the development process.
  • Support architecture, design, development, utilization, authorization, maintenance of, and migration to/operation on DON authorized cloud system providers.
  • Develop solutions to leverage authorized cloud technology offerings.
  • Establish Plan of Action and Milestones (POA&M) addressing short-, mid-, and long-term solutions.
  • Develop Change Management, provisioning, and management processes and associated documentation.
  • Align cloud deployments to DoD/DON IT security and infrastructure requirements.
  • Ensure software development activities align with DoD security standards, such as Risk Management Framework (RMF).
  • Foster a culture of continuous improvement and innovation.

Qualifications:

Education/Certifications/Experience/Skills:

  • Bachelor’s degree in Computer Science, Information Technology, or an equivalent technical degree from an accredited college or university
  • 15+ years’ experience in leading and directing the technical and operational projects as well as for defining the software requirements/specifications, with 5 years’ experience in software management or software development experience.
  • IAT-III Certification: CASP+CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, CCSP.
  • Must possess and maintain government security clearance at the Secret Level.
  • Continuous Integration/Continuous Deployment (CI/CD) pipelines.
  • Superior teamwork skills and working within cross-functional teams.
  • Strong interpersonal and communication skills.
  • Strong dedication to quality customer service.
  • Strong multi-tasking skills are essential.
  • Excellent analytical and problem-solving skills.
  • Willingness to learn new technologies.

Preferred:

  • Experience in Atlassian JIRA, ServiceNow, Microsoft SharePoint, and Wiki for directing content management.
  • Knowledge of IP-based systems and network protocols to direct support of communications protocols.
  • Experience with Capability Maturity Model Integration (CMMI) Level 3.
  • Automated testing scripts.
  • Java programming language.
  • C# programming language.
  • Python programming language.
  • Microsoft VBA programming language.
