The Senior Systems Integrator will report to the Director for all workflow approvals but will get direction from the Senior Project Manager, Strategic Initiatives, Traffic Management Section (TMS) in  Transportation Services. The Senior Systems Integrator in Traffic Management will lead and support the development and execution of the Ontario Centre for Innovation (OCI) / Ontario Vehicle Innovation Network (OVIN) Pilot Projects and related Intelligent Transportation Systems (ITS) initiatives. Responsibilities include developing and reviewing system architecture plans for Technology Services, preparing for Enterprise Architecture Review Board (EARB) review, coordinating cyber-security assessments with the Chief Information Security Officer (CISO), conducting Privacy Impact Assessments, and preparing projects for Information Management Assessment with Corporate Information Management Services (CIMS) or other relevant City divisions.

 

The Senior Systems Integrator provides project and program management throughout all OVIN Pilot project phases (from intake to execution and evaluation), offering technical guidance and operational support to TMS while engaging with multiple stakeholders including, but not limited to Economic Development, Legal, CISO, CIMS, and the Technology Services Division. The role includes leading transportation-related work across multiple OVIN program rounds, participating in regular team meetings, resolving complex project issues and coordinating with CISO, CIMS and   external evaluators, to ensure Pilot projects and evaluations are in compliance to all applicable City processes and Occupational Health and Safety policies.

 

This individual documents and communicates Transportation business requirements to the TMS Director, ECDEV, Legal, CISO, CIMS, Technology Services Division, and other relevant stakeholders to ensure secure design, development, and execution of OVIN Pilots and ITS solutions for Transportation’s systems. As the main contact for OVIN, TSD, CISO, and CIMS, this role ensures compliance with legislative requirements, oversees cyber security threat responses, and liaises across sections to support timely execution of project plans.

 

 

Major Responsibilities:

  • Develops, manages and implements detailed plans and recommended policies/procedures regarding OVIN Pilot program and TMS ITS projects specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides business support and technical input into project planning activities and administers assigned budget, ensuring that expenditures are controlled and maintained within approved TMS and OVIN budget limitations.
  • Oversees assigned OVIN and related ITS projects, ensuring effective teamwork and communication and high standards of work quality when balancing conflicting goals and priorities.
  • Works with the Transportation Division and the Information & Technology Division staff to determine requirements, evaluates, develops and/or maintains methodologies, tools, techniques, technologies, standards, policies and procedures used for application, data management, operations support and systems maintenance.
  • Leads the TS Division with the implementation of OVIN Pilot Projects and where required support TS Divisional ITS Projects, planning of Capital Projects and evaluation and testing of Mobile Computing and other new ITS technologies for improved work efficiencies.
  • Analyzes current business practices, business and operations processes, data flows and recommends changes to meet business objectives.
  • Identifies Business Transformation and others re-engineering opportunities to improve efficiency when leveraging existing technologies, tools and best practices.
  • Develops detail design and construction specifications for custom applications, related databases and necessary interfaces.
  • Determines requirements, researches, evaluates and recommends purchased application packages and off-the-shelf products/systems.
  • Develops, manages and reports on detailed operations of OVIN Pilots and project plans, on regular cadence
  • Co-ordinates all aspects of OVIN project management including the project charter, project plan, budget, schedule, progress, change management, release management, risk management, quality review/best practices.
  • Provides back-up and disaster and business continuity planning to business recovery requirements.
  • Works in a project based environment ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Assists with OVIN Program expansion and any ITS technology related recruitment selection, to ensure appropriate technical training and staffing qualifications relate to specific project requirements.
  • Consults with senior client management and develops business cases, feasibility studies, Request for Proposal/Quotation/Information (RFP/Q/I)/ITAPP's, Statement of Work (SOW), and other project and operations related documents.
  • Makes recommendations with respect to new ITS project implementations, work improvements through use of new technologies.
  • Provides consulting services regarding the planning of necessary applications, data management and information accesses to meet business and operational needs that allow delivering the services effectively and efficiently.
  • Provides consulting services regarding operational and strategic ITS technology planning.
  • Organizes, prepares and delivers presentation to various business and technical stakeholders, ie ITS Canada, OCI/ OVIN and any ITS related project initiative.
  • Applies the Corporate IT and TMS Project Management methodology and adheres to the principals Project Management Institute (PMI) and Code of Ethics and Professional Conduct.
  • Contributes to the creation, use and sustainment of Corporate IT standards and best practices.

 

 

Key Qualifications:

  1. Post-Secondary degree in computer science, engineering, machine learning, advanced mathematics or professional related discipline or the equivalent combination of education and experience.
  2. Considerable experience of coordinating and/or participating in deployment of Intelligent Transportation Systems (ITS) and proven experience in successfully implementing new technology projects and initiatives in a large organization.
  3. Extensive project management experience in all stages of projects delivery, with emphasis on technical and agile project management, risk management, scope and quality management, client and relationship management and report writing.
  4. Understanding of application security best practices such as secure coding and familiarity with security testing techniques.
  5. Operational experience in Transportation, Traffic Management, ITS or other critical sector organization will be considered an asset.
  6. Strong leadership skills, including the ability to lead efficient communication between all project stakeholders, including internal teams and clients.
  7. Ability to achieve business objectives through influencing and effectively working with key stakeholders.
  8. Excellent written & verbal communication skills (comfortable & confident communicating at all levels including business partners, leadership and vendors).
  9. Excellent problem-solving skills with capability to identify solutions to unusual and complex problems.
  10. Keen attention to detail and strong organizational skills.
  11. Strong analytical skills and ability to prioritize and multitask.
  12. Ability to work in evolving and transformative programs.
  13. Ability to work after hours and/or on weekends, if required.
