LC State invites applications for the position of Director of Information Technology / Chief Information Security Officer.

Salary and rank based on experience and qualifications: $110,000 - $125,000

Degree Required: Bachelor's degree in a related field (e.g., Management Information Systems, Computer Science, etc.) from a regionally accredited college or university

Required Qualifications:

  • Minimum three (3) years' experience in a similar position with progressive responsibility for, and management of, IT functionality in a medium-to-large organization.

Preferred Qualifications:

  • Master's degree from a regionally accredited college/university in a relevant field (e.g., MS, MA, MBA) strongly preferred
  • Experience managing a department in higher education.
  • Experience developing and implementing a comprehensive information security program.
  • Experience developing or managing enterprise systems (e.g., ERP, CRM, LMS).

Responsibilities:

Summary/Objective of Position:

Reporting to Lewis-Clark State College's (LC State) Vice President of Institutional Research, Planning & Effectiveness, this position is the Director of the Information Technology Services (ITS) Department and the Chief Information Security Officer (CISO), responsible for overseeing LC State's information technology strategies and computer systems consistent with LC State's mission and goals. This role is pivotal in driving the college's efforts to protect its information assets, ensuring compliance with relevant regulations and standards, and creating a secure and compliant digital environment. The position's various responsibilities are summarized in four categories.

1. As an operator, deliver efficient IT services and solutions that support LC State's mission, while mitigating risk and protecting enterprise assets.
2. As a technologist, assess new or competing technologies that improve LC State's processes and manage complexity.
3. As a catalyst, explore innovation through proposed changes to LC State's business architecture, operations, and technology.
4. As a strategist, contribute to ongoing discussions about LC State's future, and most importantly, make certain that the investment in the Information Technology Services (ITS) Department complements and contributes to LC State's Mission and Strategic Plan.

Essential Functions:

1. Continually analyze LC State's technology for relevance to mission, legality, cybersecurity, and cost-benefit, within college fiscal constraints and state systemness goals.
2. Advise executive management regarding system use and allocation.
3. Design a network infrastructure that meets LC State's continuous 5-year horizon.
4. Develop and implement a comprehensive information security program and systems that significantly reduces risks and vulnerabilities across the college's digital landscape and ensures compliance with relevant regulations and standards.
5. Oversee and improve incident response and recovery efforts, ensuring swift and effective investigation and resolution of security incidents, minimizing negative impacts to business operations and essential services.
6. Promote safe and effective cybersecurity practices through the management of training programs for faculty, staff, and students.
7. Develop/Maintain policies that protect college's digital assets, mitigate risks and ensure compliance with regulatory requirements, like CMMC (cybersecurity), NIST (controlled unclassified information), GDPR (EU General Data Protection Regulation) etc.
8. Oversee and manage contracts with vendors and service providers.
9. Assure the management of projects and product implementations that meet the constraints related to time and budget.
10. Recommend hardware and software upgrades to improve operations and budgetary consistency.
11. Conduct annual IT audits and risk assessments as mandated by Idaho's State Board of Education (SBOE).
12. Oversee IT department personnel evaluations, professional development, hiring, etc. to meet continually evolving technology needs of the department and college, with a complementary focus on the ethics, philosophy, and mission of LC State.
13. Work within LC State's budget process to recommend appropriate systems, replace end-of-life technology, and manage on-going purchases.
14. Work with the State of Idaho (e.g., Governor's office, Office of the State Board of Education (OSBE), SBOE, etc.) in order to comply with mandates, systemness and resource maximization.
15. Perform other duties as needed and assigned.

8. Ability to communicate technical information and establish and maintain cooperative working relationships with technical and non-technical staff.
9. Proven skill in problem identification and resolution under pressure with competing priorities.

Additional duties include direct and indirect activities to support recruitment and retention of students.
