Clearwaters.IT is seeking an experienced Senior IT Program Manager to support the coordination with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. The environment is dynamic, and client needs are often evolving; flexibility and forward-thinking views are important for success.  

This position is 100% onsite, located in Washington, D.C. and is contingent upon the award of the contract. Candidates must have an Active TS security clearance with SCI eligibility.  

Responsibilities: 

  • Lead and manage multiple complex IT programs for federal agencies, ensuring alignment with client objectives and strict adherence to federal regulations (CNSS, NIST, FISMA, etc.). 
  • Serve as the primary point of contact (POC) for government stakeholders, including Program Managers and Contracting Officer Representatives (COR), providing strategic guidance and executive-level reporting. 
  • Oversee all program planning, execution, and delivery activities, ensuring compliance with cybersecurity standards (e.g., CNSS, NIST SP 800-53, FISMA), privacy regulations, and other federal contracting requirements. 
  • Develop and maintain the Program Management Plan and Integrated Master Schedule (IMS) as living documents to guide program execution and facilitate effective programmatic reviews. 
  • Build and maintain strong relationships with federal clients, internal teams, and third-party vendors to define program objectives, deliverables, and performance expectations. 
  • Proactively identify, assess, and mitigate program risks, issues, and dependencies, particularly those affecting cybersecurity, data privacy, compliance, and federal security requirements. 
  • Allocate resources efficiently across multiple projects and teams, ensuring the right skills and expertise are in place to meet program goals and contract requirements. 
  • Oversee and ensure compliance with enterprise IT service management frameworks (e.g., ITIL), enhancing service delivery, operational efficiency, and customer satisfaction. 
  • Provide leadership in financial management, including developing and managing program budgets, controlling costs, and ensuring compliance with federal financial controls and reporting standards. 
  • Analyze complex project and program challenges, develop actionable solutions, and lead cross-functional teams to successful outcomes. 
  • Provide supervision and mentorship to program managers, project managers, and technical staff, fostering a collaborative, high-performing work environment. 
  • Track program performance using KPIs and program metrics; deliver regular status reports and executive briefings to senior leadership and federal clients. 
  • Manage the integration of subcontractor and vendor deliverables, ensuring compliance with contract terms, service level agreements, and quality standards. 
  • Lead incident response, risk analysis, and problem resolution activities across IT operations, infrastructure, and cybersecurity programs. 
  • Oversee technical writing of Standard Operating Procedures (SOPs), process documentation, and knowledge base articles to support operational readiness and continuity. 
  • Coordinate and lead the delivery of classified and unclassified IT services, ensuring compliance with security accreditation standards and operational policies. 
  • Continuously improve program management processes, tools, and methodologies by implementing best practices to drive efficiency, mitigate risks, and improve service delivery outcomes. 

Requirements

  • Bachelor’s Degree in Computer Science, Information Systems, Engineering, Business or a scientific/technical discipline AND a minimum of four (4) years in a supervisory role OR a minimum of 10 years of relevant professional experience, including at least 4 years in a supervisory or management role. 
  • Must have an Active TS security clearance with SCI eligibility. 
  • Must be a U.S. citizen. 
  • Must possess CISSP (Certified Information Systems Security Professional), ITIL (Information Technology Infrastructure Library), and Project Management Professional (PMP) certifications are required. 
  • Exceptional written and verbal communication skills, with the ability to convey complex information clearly and concisely to executive leadership, federal clients, and technical teams. 
  • Strong interpersonal skills and the ability to lead independently with minimal supervision while fostering collaboration across diverse, cross-functional teams. 
  • Advanced analytical, investigative, and problem-solving skills, with a proven track record of developing effective solutions to complex technical and business challenges. 
  • Deep understanding of IT service delivery lifecycles, including customer implementation, support processes, data management, and digital product catalog systems. 
  • Extensive knowledge of federal compliance frameworks, including CNSS, NIST SP 800-53, DISA STIGs, and FISMA, with hands-on experience ensuring compliance across large-scale IT programs. 
  • Proven expertise in program financial management, including budget development, cost control, and adherence to federal contracting regulations. 
  • Familiarity with the IT environments and mission requirements of key federal agencies such as the Department of Defense and Department of Homeland Security is highly desirable. 
  • Experience with modern cloud platforms (AWS, Azure), data analytics solutions, and cybersecurity technologies is preferred. 
  • Strong risk management and strategic decision-making capabilities, with the ability to proactively assess risks and deliver effective mitigation strategies.
